The history of the establishment of the UPSI Bursar’s Department began as early as the establishment of UPSI in July 1997. En. Yusof bin Semahil, Deputy Bursar of Universiti Putra Malaysia, Terengganu Branch has been seconded to UPSI to establish the UPSI Bursar’s Department.
To be a leader in the financial management of the University as well as provide the best financial and accounting services in realizing the vision and mission of the University.
Provide financial resources for the activities of the University and ensure that such resources are obtained, spent and accounted for efficiently as provided by the Act, policies and financial regulations of the University.
The Bursar’s Department is committed to being a single and excellent department in the administration and financial management of the University on a continuous and quality basis to meet the needs of ‘Stakeholders’ and customer satisfaction.
BUDGET MANAGEMENT
Efficiently manage all budget applications and distributions according to the given period such as by sending the budget application format (ABM and APM) to the Ministry of Higher Education before/on 31 March of each year and distributing the budget that has been approved by the Government by the UPSI Budget Committee to each Department (PTj) before/on December 31 of each year.
PROCUREMENT
To ensure that the management of the procurement process is managed in accordance with the procedures set by the Government and comply with the period set as follows: –

85% of customers who seek services with the Bursar Department are satisfied with the services provided.
TRAINING
100% of Bursar Department staff must meet 12 credit hours of specific competency CPD points.
