BACKGROUND
The history of the Bursar’s Department began concurrently with the establishment of Universiti Pendidikan Sultan Idris (UPSI) in July 1997. Initiated by its pioneer and first Bursar, Mr. Yusof bin Semahil, the department laid down its foundational framework through the drafting of the UPSI Financial and Accounting Regulations and the implementation of its first computerised accounting system, INTACs.
Over the years, the department has progressively evolved, transitioning into an integrated financial system environment with the introduction of MyFIS in 2005 and its latest advanced, open-source upgrade, MyFIS Neo, in 2020. Today, the Bursar’s Department remains steadfast in driving financial excellence, technological innovation, and exceptional delivery services to support the university’s rapid growth.

Department Inception & INTACs
Established alongside UPSI by pioneer Bursar, Mr. Yusof bin Semahil. Drafted the foundational UPSI Financial & Accounting Regulations and implemented the university's first computerised accounting system (INTACs).
August 2003
Leadership Transition
Mrs. Hajah Khadijah binti Hamdan was appointed as the second Bursar of UPSI following Mr. Yusof's retirement, dedicatedly steering the department's growth for 16 years until 2019.
January 2005
Launch of MyFIS
Transitioned to MyFIS (UIMS-FIS), an integrated web-based management platform comprising 11 core modules to streamline payroll, budgeting, and financial operations.
May 2012
SAGA Compliance Certification
Achieved full compliance recognition under the Standard Accounting System for Government Agencies (SAGA), certified by the Accountant General’s Department of Malaysia.
January 2020
Deployment of MyFIS Neo
Modernized the university's financial ecosystem with MyFIS Neo—an open-source, user-friendly platform built to boost operational speed, security, and digital integration.
