Provide financial resources for the activities of the University and ensure that such resources are obtained, spent and accounted for efficiently as provided by the Act, policies and financial regulations of the University.

The Bursar’s Department is committed to being a single and excellent department in the administration and financial management of the University on a continuous and quality basis to meet the needs of ‘Stakeholders’ and customer satisfaction.

BUDGET MANAGEMENT

Efficiently manage all budget applications and distributions according to the given period such as by sending the budget application format (ABM and APM) to the Ministry of Higher Education before/on 31 March of each year and distributing the budget that has been approved by the Government by the UPSI Budget Committee to each Department (PTj) before/on December 31 of each year.

PROCUREMENT

To ensure that the management of the procurement process is managed in accordance with the procedures set by the Government and comply with the period set as follows: –

1. The tender process is completed within 90 working days from the date of acceptance of a complete application until the issuance of the letter of Agreement
2. The formal quotation process is completed within 80 working days from the date of acceptance of a complete application until the issuance of the letter of agreement
3. The process of preparing the Purchase Order is completed within 5 working days from the date of acceptance of the complete application

PAYMENT

1. 100% of staff/supplier payment claim applications are completed within 14 days from the date of acceptance of the bills and complete payment documents
2. 100% of the personal advance payment/loan application is completed within 7 days from the date of acceptance of the bills and complete payment documents
3. Percentage of emolument expenditure compared to total operating expenditure is as set by the KPIs of the University

CUSTOMER SATISFACTION

85% of customers who seek services with the Bursar Department are satisfied with the services provided.

TRAINING

100% of Bursar Department staff must meet 12 credit hours of specific competency CPD points.
